The goal of Reverend Charles Gerlinger's January 30, 1941 open letter was to secure members of the public to urge their elected representatives towards passage of new liquor laws. Reverend Gerlinger comments that favorable constituent communication is most effective at ensuring the passage of these six bills. Reverend Charles Gerlinger is the Chairman of the Department of Morals and Public Welfare within the Federated Council of Churches of South Dakota.

Note, the Association was originally called the Dakota Sunday School Association and later the South Dakota Council of Churches and Christian Education.
