Tilton begins by describing the process that led him to write to Jolley and his desire to start a law practice in Vermillion, South Dakota. Next, Tilton gives a brief overview of his education, qualifications, and experience practicing law in Norwalk, Ohio. After listing several references, Tilton informs Jolley that he will be returning to Norwalk, Ohio soon to close his business and begin moving his family to Vermillion. He also mentions his willingness to come and visit Jolley in Washington if needed. Tilton concludes by mentioning that his mother-in-law, who lives near Washington, may pay him a visit. Tilton explains in the post script on page four that his eagerness to move his business to South Dakota stems from the crowded field of lawyers in his home county of Huron, Ohio.
